A facility manager walked me down to her building’s parking garage last spring to look at what she called a cosmetic problem: the grey floor coating was flaking and peeling along the drive lane, and she wanted it “touched up” before the AGM. What she actually had was a failing protective coating — the waterproof layer that keeps road salt and meltwater from soaking into the concrete and rusting the steel inside it. This post is for Ottawa property managers, condo boards and facility managers: what protective and high-performance coatings actually do, where they earn their keep on a building, why they fail early, and how to budget them as systems instead of one-time repaints.

1. A protective coating is doing a job, not decorating
Ordinary paint changes how a surface looks. A protective coating changes what a surface can survive. On the buildings I get called to, the same few systems are quietly doing real work: a traffic-bearing membrane on a parking deck holds water and road salt out of the concrete; an epoxy or urethane floor coating takes the abrasion and chemical spills in a mechanical room or loading area; a direct-to-metal coating keeps railings, stair stringers and exterior steel from rusting through.
So when one of these starts to flake, peel or wear away, you’re not looking at a cosmetic flaw. You’re looking at the barrier coming off the thing it was protecting. That’s why “just repaint it” is the wrong frame — by the time the coating is visibly failing, the surface underneath has usually started taking on the damage the coating was there to prevent.
What to look at: for any worn or peeling coating in your building, ask one question before you ask about colour — what was this coating protecting, and is that surface now exposed?
2. The four places I check first
On a condo or commercial property, four spots account for most of the protective-coating work I see. The parking-garage deck is first, because it’s the most expensive thing to get wrong — the coating there is structural waterproofing, and the drive lanes and ramps wear out years before the parking stalls do. Interior floor coatings come next: mechanical rooms, garbage and loading areas, amenity and back-of-house spaces where the floor takes chemicals, wheels and constant traffic.
Then there’s exterior metal — railings, fences, stair assemblies, bollards, the steel that sheds its coating one Ottawa winter at a time. Balcony railings are the one I’m asked about most, and a proper railing recoat is itself a protective-coating job, not a paint job; I wrote about why balcony railings rust and what a real recoat involves. The fourth is the small stuff that hides in plain sight: a coated curb, a painted fire route, a sealed stairwell floor — each minor on its own, each a place water or wear gets a foothold.
What to look at: walk those four — deck, interior floors, exterior metal, the small coated details — and mark anywhere the coating is thin, chalky, blistered or gone. Those are your priorities, in that order.

3. Why these coatings fail early — and it’s almost never the product
When a high-performance coating fails before its time, the cause is almost always what happened before the coating went on, not the coating itself. Three things cause most of it. The first is prep. These systems bond mechanically — a deck or steel surface has to be cleaned, profiled and sound, or the coating peels off in sheets no matter how good it is. The second is moisture: lay a coating over concrete that’s still holding water, or over a deck that wasn’t dry, and the vapour pushes back through and lifts it.
The third is conditions and timing. Most of these coatings want a surface above roughly 10°C and at least 3°C above the dew point to cure, and many have a recoat window measured in hours — miss it and the next coat won’t bond unless you abrade the whole surface again. None of that is exotic. It’s the difference between a crew that treats coatings as a system with rules and one that treats them like paint.
What to look at: when you get a coatings quote, read it for prep and conditions, not just product and price. If it doesn’t say how the surface gets prepared and what gets checked before the coating goes down, that’s the corner that gets cut.
4. Budget them as systems with a service life
The buildings that stay ahead of this stop thinking of a coating as a one-time repaint and start thinking of it as a system with a service life — like a roof or an elevator. A parking-deck membrane might get 7 to 10 years overall, but the drive lanes and ramps will need attention sooner; an exterior steel coating runs on its own clock. None of those numbers matter unless they’re written down somewhere a board can see them.
That’s the real fix for the parking-garage problem I started with. If the deck coating had been on the reserve-fund schedule with an expected service life and a yearly inspection, the flaking would have been a planned line item instead of an emergency the spring it finally let go. Protective coatings reward planning more than almost anything else on a building, because catching them at “worn” instead of “failed” is the difference between a recoat and a concrete repair.
What to look at: whether your protective coatings — deck, floors, exterior metal — appear anywhere in your capital plan with a service life and a recoat date. If they only show up when they fail, that’s the gap to close first.
What to do if you’re seeing any of this
