A property manager called me out to a mid-rise last spring, annoyed and a little embarrassed. She’d had the building’s exterior steel stairs and landing rails repainted the year before — proper colour, looked sharp on the day — and by the following spring, rust was bleeding back through the fresh paint at every joint and weld. She was sure someone had used the wrong paint. They hadn’t. The paint was fine. Almost nobody had actually dealt with the rust before it went on. This post is about repainting exterior steel and metal the way that lasts — the prep, the coating system, and the timing — written for property managers and boards responsible for the stairs, railings, canopies and other steel on their buildings, not for homeowners touching up a mailbox.

1. Paint does not stop rust — preparation does
Here is the misconception that costs buildings the most money: people think a coat of paint is what protects steel. It isn’t. Paint is only as good as the surface under it, and rust is not a surface you can paint over. Rust is active — it keeps spreading underneath a coating, lifting it from behind, which is exactly why it “bleeds through” a fresh paint job within a season.
The real work is removing it. On exterior steel that means taking the corrosion back to sound, clean metal — wire-brushing, grinding or power-tool cleaning every rusted spot, not just the flaky bits that come off easy. There is a published standard for how clean the steel has to be before coating, and reputable prep is measured against it, not eyeballed. Skip that step and the best paint in the world is just a lid on a can that’s still rusting.
What to look at: ask whoever quotes your steel repaint how they’re removing the existing rust — by hand tool, power tool, or abrasive blasting — and to what standard. “We’ll scuff it and paint” is the answer that guarantees you’ll be repainting again next year.
2. Rust starts in the places nobody paints well
Corrosion almost never starts in the middle of a clean, flat rail where paint goes on easily. It starts in the details: welds, bolted connections, the base of a post where it meets concrete, the back sides of members, and any spot that traps water and dirt. Those are the awkward, time-consuming areas to prep and coat properly — so on a rushed job they’re the areas that get the least attention and fail first.
Dissimilar metals make it worse. Where a steel railing meets an aluminum cap or a galvanized fastener, you can get accelerated corrosion at the contact point even when the rest of the rail looks perfect. It’s why a railing can be bleeding rust at one bracket and clean everywhere else.
What to look at: walk your building’s steel and look specifically at the bottoms of posts, the welds, and anywhere two pieces bolt together. Streaks of orange running down from a connection are your early warning — that’s where the next failure is starting.

3. The coating system matters more than the colour
Once the steel is clean, what goes on it is a system, not a single can of paint. The first coat is a rust-inhibitive or direct-to-metal primer whose whole job is to bond to bare steel and stop corrosion from restarting. Only then does the topcoat go on — usually a tougher exterior-grade urethane or acrylic that handles UV and weather. Two different products doing two different jobs.
Film thickness is part of it too. A coating system is designed to be applied at a certain thickness across a certain number of coats; a single thin coat rolled on to save a day will not protect steel through an Ottawa winter no matter how good the product is. This is what separates a real protective-coating job from a cosmetic one — and it’s usually invisible on the day the job looks finished, which is exactly why buildings get talked into the cheap version.
What to look at: ask for the actual products and the number of coats in the quote — a named primer and a named topcoat, not just “two coats of exterior paint.” If primer isn’t listed as a separate line, the steel isn’t really being protected.
4. Temperature and timing decide whether it holds
Exterior coatings are chemistry, and chemistry cares about conditions. Steel repainted too cold, too damp, or on a surface still holding morning dew will not cure or bond the way it’s supposed to — and it can look perfect for weeks before it starts letting go. In our climate that rules out a surprising number of days, especially in spring and fall when someone’s trying to squeeze the job in.
Steel also swings in temperature faster than a wall. Direct sun can push a dark railing well above air temperature, and coating a too-hot surface flashes the solvent off before it can level and bond. The right window — surface temperature, humidity and dew point all lined up — is narrower than people expect, and it’s a big part of why the same crew and the same paint can give one building a ten-year job and another a one-year one.
What to look at: if someone offers to repaint your exterior steel on a damp morning or a baking-hot afternoon just to keep the schedule, that’s a reason to wait, not to hurry.
What to do if you’re seeing any of this
If your building’s steel is streaking rust, lifting paint at the welds, or was “just repainted” and already failing, the fix is almost never another coat of the same colour — it’s dealing with the corrosion and specifying a real coating system.
