A condo board brought me out to a mid-rise this spring with a familiar complaint: the balcony railings were peeling again, barely two years after the last repaint — and that repaint had only lasted about as long as the one before it. The board assumed they kept buying bad paint. They didn’t. They kept buying the same shortcut three times. This post is for property managers and condo boards of mid- and high-rise buildings whose railing repaints keep coming back early, and it covers where railing coatings actually fail and what a repaint has to include to break the cycle.

1. Railing paint doesn’t fail in the middle — it fails at welds, bolts, and cut ends
Walk any peeling railing and you’ll see the pattern: the flat faces of the pickets and rails hold their paint for years, while the rust blooms at the welded joints, the bolted connections, and the cut ends of the steel. That’s not bad luck. Paint pulls thin over sharp edges and rough weld surfaces as it dries, so the exact spots that need the most protection end up with the least film.
A repaint that treats the railing as one uniform surface — one pass, same film everywhere — re-creates that weakness on day one. The fix is boring and unglamorous: grind the sharp edges slightly, spot-prime every weld, bolt head, and cut end first, and stripe-coat those details by brush before the full coats go on. It adds hours, not days, and it’s the difference between a two-year repaint and a seven-year one.
What to look at: On your current railings, check where the rust actually is. If it’s concentrated at joints and edges while the flats look fine, the last painter skipped the detail work — and the next quote should name it.
2. Painting over active rust is a two-year coating, every time
Steel that’s rusting keeps rusting under new paint. The corrosion lifts the fresh coating from below, and in Ottawa’s freeze-thaw winters the blistering shows up fast — usually within 12 to 24 months. A wipe-down and a quick scuff is not surface prep on a railing that’s already gone to rust.
Sound prep means taking the corroded areas back to sound, bright metal — by hand tool or power tool — feathering the edges of the old coating, and getting a rust-inhibitive primer onto the bare steel the same day, before surface moisture starts the cycle again. What to look at: Ask what prep standard your last railing quote actually specified. If the line item just said “prep and paint,” the prep was whatever the crew had time for.

3. “Exterior paint” is not a metal system — railings need a primer and a DTM or enamel topcoat
A surprising number of failed railing jobs were done with a good-quality wall paint that was never designed to grip steel. Metal needs its own system: a rust-inhibitive primer matched to the surface, then two coats of a direct-to-metal (DTM) acrylic or an alkyd enamel built for exterior steel. Galvanized railings are their own case again — new galvanizing needs the right surface treatment or the paint sheds in sheets no matter how careful the crew is.
None of this is exotic or expensive. It’s the same logic I covered for exterior steel and metal repainting generally: match the system to the metal, and the repaint cycle stretches from two years to somewhere in the five-to-eight range under Ottawa exposure.
What to look at: Pull your last railing invoice and look for a named primer and a named topcoat. Two products on paper. One vague line — “two coats exterior finish” — usually means wall paint on steel.
4. The post base is the first thing to go — because water lives there
Where the railing post meets the concrete slab is the hardest detail on the whole assembly. Water sits at the base plate, snowmelt ponds against it half the winter, and the coating there is flexing with every freeze. If the repaint stops neatly at the concrete line with no attention to that junction, the base rusts first and the staining runs down the slab edge — which is often the first thing an owner notices from the ground.
A proper railing repaint treats the base as its own detail: clean and prime the plate and anchors, and finish with a neat sealant line so water stops wicking under the coating. If the posts are actually moving in their sockets, that’s beyond paint and worth a closer look before any coating goes on — I covered the broader balcony surfaces side in my post on condo balcony repainting.
What to look at: After the next rain, look at the bottom two inches of a few posts. Rust bleeding from the base plate means the junction — not the railing — is your real repaint scope.
What to do if your railings keep peeling early
If your building’s railings are on their second or third short-lived repaint, the problem is almost certainly in the prep, the details, or the system — not the colour on the can.
