A condo board walked me around the base of their building last spring and pointed up at a row of orange-brown streaks running down the balcony edges. They wanted a price to clean them off and touch up the concrete, and they were annoyed because the railings had been repainted only three years earlier. I told them the cleaning was the cheap part and it would not last, because the rust was not sitting on the slab — it was coming out of it. This post is for property managers and condo boards seeing rust marks below their balcony railings, and it covers how I tell a cosmetic stain from one that is telling you something expensive.

1. A rust streak on concrete is a drainage map, not a dirt mark
Rust does not grow on concrete. It arrives there dissolved in water, and it always arrives from above. So the first thing a streak tells me is the path water is taking across that balcony, and the second is where on that path steel is corroding.
Follow the streak upward and it will end somewhere specific — almost always the base of a railing post, occasionally a bolted connection or a lighting bracket. That end point is the source. Everything below it is just the stain the water left as it evaporated, which is why pressure-washing takes the mark off for a season and the streak comes back in exactly the same place.
The pattern tells you about the slab itself as well. A streak that runs straight down the face means water is shedding off the edge. A streak that wraps under the slab and runs along the soffit means the drip edge is not doing its job and water is pulling back underneath the balcony, which spreads the problem across a much larger surface. That is one of the first things I look for on any balcony repaint in an Ottawa building.
What to look at: stand at ground level and trace three or four streaks back to their top end. If they all stop at railing post bases, you have a railing problem, not a concrete problem — yet.
2. There are two kinds of railing post, and only one of them is a real worry
Railings on Ottawa balconies are attached one of two ways, and which one you have changes the whole conversation.
Surface-mounted posts sit on a steel base plate bolted through the top of the slab. When these corrode, it happens on the outside where you can see it: the plate, the anchor bolts, the weld where the post meets the plate. It is unpleasant to look at, it stains the concrete below, and it is entirely fixable with proper preparation and the right coating system. This is the good version, and it is the same failure pattern I describe in more detail when diagnosing railing rust before a repaint.
Embedded posts were set directly into a sleeve or pocket cast into the concrete, which was common on buildings from the 1960s through the 1980s. Water gets into the gap around the post, sits there, and corrodes the steel inside the slab where nobody can see it. This is the version that matters, because rust occupies several times the volume of the steel it replaces. That expansion pushes outward against the surrounding concrete until the concrete cracks — and once it cracks, more water gets in and the whole process speeds up.
What to look at: kneel down at a post base on any balcony you can access. If you see a steel plate and bolts, you have surface-mounted. If the post disappears straight into the concrete with a ring of sealant, or with a hairline crack radiating outward from it, you have embedded — and that building needs a closer look than a painter can give it.

3. Why the repaint you already paid for did not stop it
Boards are usually surprised that rust reappears within two or three years of a repaint they were told would last much longer. The paint is rarely the reason.
A railing repaint priced as a finish job gets treated as a finish job: wash, scuff, two coats, done. Coating goes over rust that was never fully removed, and over the exact details where paint pulls thinnest as it dries — welds, bolt heads, cut ends, and the base connection. Those details start corroding again almost immediately, and the base of the post is the wettest, dirtiest and least accessible one of them all. It is the single biggest reason railing repaint cycles keep failing early.
The other half of it is that the base connection is a joint, not a surface. Water gets between the plate and the concrete, or between the post and its pocket, and no amount of paint on the outside of the steel does anything about water sitting inside the connection. That is a sealant and detailing question, and it has to be scoped separately from the coating.
What to look at: pull the last railing quote you paid. If it does not mention the post bases, spot-priming, or sealant at the connections, you did not buy a repair — you bought a colour change.
4. The point where this stops being a painting job
There is a line where this stops being my trade’s problem, and it is worth knowing where it sits before you spend money on either side of it.
If the concrete around the post is sound and the staining is confined to the surface, this is a preparation and coating job. Remove the corrosion properly, treat the steel, seal the connection, re-coat the railing, and clean the slab last so the new stain has no source. Done in that order, the streaks do not come back.
If the concrete is cracked, spalling, hollow-sounding when tapped, or if any reinforcing steel is visible, the building has a concrete problem and it needs a structural engineer to assess it before anybody paints anything. I will say so and stop. Coating over expanding corrosion hides it for a couple of years and makes the eventual repair larger, and that is not a judgement anyone should be making from a ladder.
What to look at: tap the concrete around three or four post bases with the handle of a screwdriver. A sharp ring means sound concrete. A dull, hollow knock means it has separated below the surface, and that finding belongs in front of an engineer this year rather than in next year’s painting budget.
What to do if you are seeing any of this
If your balcony slabs are streaked, here is what I would do, in order: trace the streaks to their source, work out whether your posts are surface-mounted or embedded, sound the concrete around a sample of bases, and only then decide whether you are buying a coating scope or a structural investigation. It costs nothing but an hour of walking the building, and it is the difference between a planned repair and an emergency one.
